Some bar and restaurant owners on St. Charles' Main Street were upset when police told them on Aug. 21, during that weekend's Festival of the Little Hills, to stop serving customers on the street and to not allow their customers to take alcohol off the business premises.
The city's open container ordinance normally prohibits those practices, but Tony Beckman, owner of Tony's on Main, said he and other business owners were told an ordinance passed for special events allowed them to sell alcohol on the streets. They have been doing so since April at events such as Music on Main, he said.

Education Commissioner Chris Nicastro spoke at a meeting for the Missouri Public Education Vision Project on Monday in Jefferson City, where representatives from 80 school districts gathered to discuss the future of the state's schools. Nicastro's presentation highlighted areas of improvement in the education system.
"We have pockets of success, and individual schools and individual districts all over the state have some programs that they're justifiably proud of," Nicastro said. "We need to step back from that, and we need to look at the entire state. We need to look at how we compare not just to ourselves and not just to each other but also nationally and internationally."
